Foreign transit

Foreign transit includes foreign goods that enter and leave Iran from one border point in order to cross Iranian territory.

Goods passing through the country under the name of foreign transit are not considered as definitive imports and exports and are exempt from the payment of commercial interest, customs duties and duties, but are subject to customs duties.

Any goods whose definitive entry into the country is allowed can be transported as transit in accordance with the relevant regulations, but the transit of goods whose definitive entry into the country is prohibited by special laws is subject to special permission of the government in each case.

Transit formalities must be performed at customs offices authorized for transit.

Also, the Iranian customs can allow the issuance of transit licenses for goods whose entry and exit into the country are unauthorized or conditional according to the general regulations of export and import and customs.

External transit stages
Foreign or international transit goods are transported directly to the exit customs after completing the customs formalities at the entry customs. At the customs office of entry (authorized for transit operations), the owner of the goods or the shipping company, on behalf of the owner of the goods, prepares the transit declaration in two copies.

After that, the consignment with the relevant means of transport, if the means of transport has a valid international license, is declared as foreign transit to the customs and the documents required for customs controls are attached to the declaration.

Important points in foreign transit

  1. In cases where the external passage of goods is subject to obtaining a permit, it is necessary to provide a permit at the time of declaration, for external passage
  2. Sometimes the manifest of foreign transit cargo entering by barge or barge is accepted instead of the bill of lading.
  3. Trucks carrying cargo beams, c. ام. R is passed without the need to prepare a declaration and deposit the guarantee.
  4. In the case of goods selected by customs through government post or state transport companies to the exit border, customs may accept a valid written guarantee in lieu of all or part of the guarantee.
  5. The credit period required for the transportation of transit goods from the customs of entry to the customs of exit is determined by the customs of entry and stated in the transit flight according to the distance and the way and seasons of the year and the type of vehicles and other qualities.
  6. If the transit goods do not leave the country due to force majeure until the end of the license validity period, they are considered as consumed goods in the country and the received guarantee is deposited as follows:
  • In the case of permitted goods, customs duties, commercial profits and duties shall be included in the relevant income by issuing a customs license.
  • In the case of unauthorized and conditionally authorized goods, the form of the parliament shall regulate the detection of smuggling and the total amount of the guarantee shall be confiscated as the value of the goods and the fine and shall be included in the final revenue of the government.

All foreign transit goods that are transported by Iranian international transport joint stock companies with an activity license from the Ministry of Roads and Transportation, but in terms of use and in terms of deposit are considered as authorized goods and bank guarantees or guarantees. Bank guarantees of international transport companies or valid insurance policies are accepted instead of the transit guarantee.

The Customs of the Islamic Republic of Iran and the Chamber of Commerce of Industries and Mines of Iran must facilitate the transit of goods covered by carnet at all points of entry and exit of domestic customs.

Due to the time and place, the Transportation and Terminals Organization, in coordination with the Ministry of Interior, determines the route for the transit of designated roads and the law enforcement force is obliged to carry out the necessary controls.

Transportation of goods passing through the customs territory of the Islamic Republic of Iran is not limited to a specific vehicle and their transportation by various vehicles from ships, trucks, trains, airplanes, pipes or a combination of them (combined transport) is allowed under the provisions of this regulation. .

The list of prohibited goods is prepared by the Supreme National Security Council and approved by the Cabinet.

Foreign goods can be passed through the territory of the country in the following ways:

  • Direct passage through the territory of the Islamic Republic of Iran abroad
  • Carrying a combination of the territory of the Islamic Republic of Iran abroad
  • Storage in protected areas or customs places and arranging their gradual and general transportation abroad

Containers carrying foreign transit goods are considered as containers of goods and do not need to be declared separately, but international transport companies can apply for a temporary entry permit for the container at the beginning to facilitate the circulation of these containers (frequent entry and exit).
